Jess Harnell is an American voice actor and singer, born on December 23, 1963 in Englewood, New Jersey. He is known for providing the voice of Wakko Warner on Animaniacs (co-starring Tress MacNeille), and Chilly on Disney Junior's Doc MucStuffins (co-starring Kiara Muhammad, Jaden Betts, Gary Anthony Williams, and Kimberly D. Brooks).
